If I understand correctly, you are asking how much memory the virtual PC has to have? If so, that totally depends on the operating system. MSDOS 6.22 is perfectly happy with 640KB. Vista is barely usable with 512MB.

Update: As far as hard drive, it also depends on the OS and what you plan to use the virtual machine for. 4GB-20GB is probably a good average range. Basically, the same size hard drive you would want on a real machine that is going to be used the same way you plan to use the virtual machine.
